SUMMER ADULT BASKETBALL RULES AND REGULATIONS

BEHAVIOR AND SPORTSMANSHIP

It is every player’s responsibility to know the rules and abide by them.  It is also every player’s responsibility to respect and cooperate with the officials.  It is the responsibility of the team’s manager to insure proper behavior on the part of his/her team’s fans.  The team manager is ultimately responsible to the GRD staff for all of the above.  All infractions will be governed by the Players Code of Conduct.

The objective of GRD Sports League is to provide the opportunity for participants to benefit form quality leisure time activities which encourage fitness, healthy competition, fun and fellowship in the form of organized sports. Friendly competition and good spirited rivalry are expected.  However, officials and facility supervisors are GRD employees and will not tolerate verbal abuse or physical threats from or amongst players, coaches or spectators. Inappropriate conduct can result in penalties ranging form game ejection to lifetime suspension.  The official or facility supervisor may forfeit games if either team’s participants or supporters act in such a way as to interfere with proper conduct of the game.

INSURANCE

Persons or players participating in the activities sponsored by GRD are not covered in any way for personal liability or property damage.  This means that person competing in this program do so at their own risk.  GRD does not carry medical insurance for injuries incurred by participants of athletic events.

GENERAL

Conversations with officials will be kept to a minimum.  Team managers, and only team managers, may address the officials.  Managers may only address matters of rule interpretation or essential game information and must do so in a courteous manner.  Any verbalization directed toward an official other than that outlined above, will result in technical foul and possible dismissal from the contest.

No jewelry (rings watches, necklaces, earrings, etc.) may be worn during the games (safety). Length of finger nails, if deemed dangerous, will be removal of the player from that game.

Please leave valuables in a safe place or have them collect and keep by bench.

All GRD basketball games played in the Manzanita School District are subject to gym cancellations, sometimes with out notice.

ALCOHOL/TOBACCO

No smoking and alcoholic beverages on school property:  Managers will be held responsible to remind their players and followers that it is against state law, school code and contrary to GRD rules to smoke or drink alcoholic beverages on school property.

BLOOD RULE

A player with a bloody injury or blood on his/her uniform must leave the game.  The player may not return to the game until the wound is not longer bleeding, the wound is covered or the uniform is changed.

FOOD AND DRINK

In an effort to protect the courts for not only the durations of our season but for many seasons to come, no food or drink is allowed in and School District gymnasium.

LEAGUES

   1. The number, variety and type of leagues shall be determined by the GRD.  Teams made up of players living within the city boundaries will be given first preference over teams with players living outside the city boundaries.
   2. Teams must play at the time, place and date specified on their schedule.  Not team shall be given special concessions on courts, game times or nights of play.  Teams who can only play on certain nights must be ready to adjust themselves to the caliber of the league that the League Director has set up for their team for any night.
   3. League fess will be established by GRD based on the costs of officials, scorekeepers, facility supervisor, awards, supervisory personnel and overhead.
   4. All games are scheduled to have (2) officials and a score keeper.  In the event there is only one official and official game will be played.

ELIGIBILTIY OF TEAMS

   1. Each team may carry a maximum of 15 players in 5 man league and 7 players in 3 on 3 leagues which may include the manager, providing they are a playing manager.   2. Team Roster:  Minimum number of players to be submitted on a 5 man team roster will be ten; 3 on 3 leagues will be five.
   3. Only players who meet league requirements an who have signed the league roster and/or player addition form and have it on file at the GRD office are eligible to play.  Penalty: league suspension.
   4. Player rosters and fees must be filed in the GRD office on the date specified.  Teams failing to comply with these regulations will automatically forfeit all games until such time a roster is filed.
   5. A player addition/Deletion form can be put in effect only by the manager signing the form.
   6. Teams that participate in one game automatically forfeit their right to reclaim any portion or their entry fee.
   7. Roster “Hardships” will be accepted when teams are down to six players for five-man teams and three players for 3 on 3 teams or as circumstances arise.

PLAYER ELIGIBILITY

   1. A player whose name is listed on two different team rosters prior to the team’s first game shall be considered a valid player on the team which he/she first plays for and ineligible for the other team.  Any player who plays for two teams will be suspended for one year from time of infraction.
   2. A player whose name is on a team roster must be released by the manager of that team before player is eligible to play with another team.  Only team manager will be allowed to add/drop players form his/her roster.
   3. Any player questioned by a team manager who is suspected of playing under false pretenses or rule violation, must prove his/her identity to the Gym Supervisor or officials present before the end of the game, or game will be forfeited.  Example:  show driver’s license.   Any player found to be playing under an assumed name with any team will be suspended from further play for the season.
   4. Any manager/team representative playing a player under false pretenses will be suspended for one game as a manger/player/team representative.
   5. All players must be at least 16 years of age to be eligible to play in the Adult Sports Basketball program provided the have a Youth Player Add Form properly filled out with a parent or legal guardian signature.
   6. Age Leagues-Players must have attained this age during the calendar year to be eligible.

EQUIPMENT

   1. All teams must have numbers pointed on the shirts.  NO TAPED NUMBERS ALLOWED.  All teams must wear like colored shirts/jerseys.
   2. HOME TEAM IS RESPONSIBLE FOR PROVIDING GAME BALL.  A men’s ball will used for men’s games.  A women’s ball will be used for women’s games.

FORFEITS

   1. Game time is forfeit time.  All games must start with a minimum of four players; however, games may be finished with fewer players as long as the team can still win the game.  Exception: 3 on 3 League may start with two players
   2. There shall be no postponement of games,  A team that foresees a conflict with a particular game and notifies the GRD office with in 48 hours or more prior to the game will be credited with a loss and the team will not be assessed the $10.00 forfeit fee.
   3. A team will be fined a $10.00 fee for a forfeited game where no players show at game time.  This fee must be paid within 48 hours of their leagues’ next game or team will forfeit next game and subject to removal from further league play with not refund.

PROTESTS

All protests will be ruled upon by the League Director.  All decisions are final.

   1. Protest concerning ineligible players must be submitted in writing to the GRD office stating the exact reason whey the player is thought to be ineligible.
   2. No other protests will be accepted.  Exception-PLAYER ELIGIBILITY

PLAY OFFS

Teams will be placed in a season ending tournament based on league standings.  The winner of the season ending tournament will be the winner of the league.

All ties for first place standings will be determined by:

Who won the game between the tied teams?

The point differential.

Least amount of points allowed.

RULES AND REGULATIONS

GRD Basketball is structured to follow the NFHS Basketball Rules with modification made to suit constraints of the program.

TIME

   1. All games will consist of two (2) 20 minute halves with a continuous clock.  The final two minutes of the second period will be stop time unless a team is winning by ten points or more.   2. 3 on 3 leagues-80 point or 40 minutes, whichever comes first.
   3. If necessary, a three minute overtime periods will be played.  Stop time will be utilized for the last minute of overtime.
   4. If a second overtime is needed, the first team to score a point will be declared the winner.
   5. A half time breaks of no longer than five minutes will be given to the teams at the discretion of the officials and provided that such a break would not significantly alter the schedule of events for the evening.

TIME OUTS

   1. Each team is allowed two time outs per half.  Time out may not be carried over into the second half or into an overtime period.
   2. A team is allowed only one time out per overtime period.

COURT PLAY

   1. Substitutions are allowed provided the ball is dead and courtside officials have given permission to enter the contest.
   2. Team fouls: The seventh foul per half on either team will result in a one + bonus free thro situation.  The tenth foul and all common fouls thereafter will result in a double bonus (two foul shots).
   3. All jump-ball situations, with the exception of the initial toss and at the beginning of an overtime period, will follow the alternate possession format.
   4. Dunking the basketball or attempting to do so not permitted during regulation play or warm ups and will be strongly enforced.  Penalty: Two Technical fouls and ejection from those games and the team’s next two games.
   5. Any two technical fouls on one player will result is dismissal from the contest and will not be allowed to participate in the teams next game.
   6. The intentional foul rule will be strictly adhered to.  The following are considered to be intentional fouls:
         a. Any foul that is not a legitimate attempt to directly play the ball.
         b. Running into the back of a player that has the ball, wrapping the arms around a player, grabbing a player around the hips.
         c. Any time a player holds, pushes, or grabs a player away from the ball
   7. Flagrant fouls will be called for unnecessary or excessive roughness, unsportsmanlike conduct, or dangerous intentional fouls.  Penalty:  dismissal from game.
   8. All technical fouls will result in two shots and the ball out of bounds for the opposing team.
   9. Any player that is dismissed from the game must leave the facility.  The player has two minutes or the game will be forfeited.  This means out of the sight and out of sound or completely off of school district property or city property.
